How it's computed

Every equippable Forever item is taken (from the game client's data; the ones Blizzard still hides are filled in with Classic Era values), filtered to what your class can use at the chosen level, and each one is scored by adding up its stats times the specialization weights. Final stats come from Wowhead's Forever database. Weights are indicative, with no simulations. Anything an officer sets by hand replaces the computed pick.
